Why I know Bill Muto belongs in in the State House

You may recognize Bill Muto from campaign signs, council meetings, or his work on city finances. You see the polished graphics and the spreadsheets. I see something different. I see him at our kitchen table at 11:30 on a Sunday night after I have already headed to bed, surrounded by municipal reports, color‑coded notes, and a cooling mug of coffee.

My name is Joanne Muto. For decades I’ve taught English in Warwick, first at Aldrich Junior High and now at Pilgrim High School, investing my heart in generations of students. Bill has been in my life since I was nineteen. I’ve been his wife, his sounding board, and the person who sees the real work behind public service.

I’m writing because most people never see what happens behind the scenes of local governance. I want to share why Bill serves, what keeps him going through the hard moments, and why I know he brings the kind of steady, honest leadership District 23 deserves.

The Unseen Reality: What Warwick Families Are Facing

Every day in my classroom at Pilgrim, I see how state decisions land in classrooms. I also see how they impact my neighbors. Families and seniors here are stretching every dollar. Property taxes rise, utility bills climb, and state funding formulas leave our schools and infrastructure short. People are tired of political spin; they want leaders who understand how public money is actually managed and who will protect taxpayers while supporting essential services.

Families need someone in the State House who treats taxpayer dollars with the same care and precision they give their own household budget.

A Lifetime of Showing Up and Uncovering the Truth

Bill brings that kind of steady, honest leadership. On the City Council he didn’t just attend meetings — he dug into the numbers. He and a colleague audited the FY26 budget line by line and uncovered nearly $2 million in errors before any vote. When school audit issues surfaced, he pushed for transparency and still supported a $1.7 million funding increase because students should not pay for administrative mistakes. He fought to fund 72 new firefighter breathing units and updated rescue trucks, and he pushed for infrastructure projects like the State Street pump station upgrade so families won’t worry about water service.

The Personal Side: Late Calls, Frustrations, and the Joy of Service

What voters don’t see are the late calls and the sacrifices behind every vote: neighbors calling about flooded streets, message about a dangerous pothole, long debates over unfunded mandates, and I’ve watched him wrestle with how to protect taxpayers while still giving emergency responders what they need. I’ve seen Bill come home exhausted, but I’ve also seen the quiet joy when a long‑delayed neighborhood project finally breaks ground or when a resident says, “Thank you — you listened, and you got it fixed.”

Why Bill Belongs in the State House: Taking Warwick's Voice to Providence

The biggest budget pressures on Warwick start at the State House. District 23 needs a representative who has already faced tough questions, made hard calls, and insisted on accountability. Bill will bring that same work ethic to Smith Hill — fighting for affordability, fair school funding, coastal protection, and strict budget oversight.

Bill was raised in the home we live in today, taught to serve quietly and without seeking credit. He is a devoted husband, a loving father, and a tireless public servant. Stepping into public life is never easy for a family, but ours stands fully and enthusiastically behind him.
